Cannot target local fpga but it shows up on MAX

I have the FPGA card 7831-R installed on my machine through a PCI slot and it shows up on my MAX, but when I go to add it as an fpga target it does not seem to exist.

 

It also will not let me use the FPGA project wizard.  I have installed Labview 8.6, the FPGA Module, and the RIO drivers ( in this order, I believe)

 

Please let me know if you have any ideas!

I would suggest reinstalling the software. And, installing the card last. Also, in your project explorer, if you right-click on My Computer and select Targets and Devices, does the card not show up under Exisiting target or device?

When I right click on My computer in Project Explorer I do not see any section called Targets and Devices.  When I right click the project (untitled project 1) and click New>>Targets and devices.. it shows no "existing target/device"--this selection is greyed out.

This is very unusual.  The targets and devices should show up regardless of if you have LVFPGA installed.  Does this happen with a new project or just the existing project?  Like Adnan suggested, I would try maybe reinstalling LabVIEW, then LVFPGA, then the newest RIO drivers then put the card in and make sure it is in that order otherwise you will have more problems in the future.
