I have a development PC MS Surface with MS Windows 10 on it running labview 2014 and am getting errors when I try to deploy the FPGA app because I dont have the proper xilinx compilation tools installed. My crio 9035 has a linux OS on it and I am trying to figure out which xilinx tools that I should install. According to this website https://www.ni.com/en/support/documentation/compatibility/19/compatibility-between-xilinx-compilatio... I should it be installing a Vivado 2013.4 version but I want to make sure that I install the proper OS for it. For these embedded controllers with FPGAs, shouldnt I use the Linux version? My dev system PC is Windows 10 though...help!

Bitfile compilation is done on your local machine, in your case that is Windows so you will need the windows installer. https://www.ni.com/en/support/downloads/software-products/download.labview-fpga-compilation-tool.htm...
However there is another problem which you have probably not realized yet. LabVIEW 2014 FPGA Module Xilinx Tools Vivado 2013.4 is not supported on Windows 10.

Therefore your options are:
- Downgrade to Windows 7
- Setup dedicated Windows 7 compilation worker ( or even Linux based)
- Use NI cloud service for compilation
