Which hardware for controlling the delays of TTL ouputs (1ms accuracy)

Dear readers

Related to an fMRI application, we are planning to buy some NI hard- and software for setting up a system that controls the timing of TTL outputs , related to a TTL input. We would like to be able to control the delay between the output and the input with 1ms accuracy. The best choice here probably will be a FPGA device. However, as we would like to use the hardware as well as a "portable data acquisition machine" (temperature measurements, scope, etc. ) , the preferable hardware would be a PCMCIA card of a USB-bus based device that everyone in the group could use with his own laptop.
My question now is : is it possible to achieve a timing setup as described above with a PCMCIA or USB device?
In case the response on this first question is positive, the second one would be : How?

I had a very basic training in LabView, but can't really figure out my way through all the hardware specifications in order to find the right device for our setup.

I propose that you get into contact with the National Instruments sales department in your region. Once you have discussed the entire setup+goals+restrictions of your application with them, they will be able to provide you with tips and possible solutions to a succesfull project.

I'll contact NI to inform them about the hardware they suggest us to use.
Any other tips about how to handle precise timing of digital output pulses are still very welcome.
