I can't find any documentation about the power LED blinking. The only reference that I can see is that it will be on when all is good. It is getting 24V supply and the 5V pins are outputing 5V as expected but I can't figure it out. The network lights blink a few times when turning on the power but never connects to the network.
I'm using the starter kit (DaNI).

I will look further into what a blinking Power LED might indicate, in the meantime I have a few questions on your setup:
Are there any LEDs of the 4 on your sbRIO that are solid?
With what pattern is the LED you are referring to blinking (two fast blinks, three fast blinks, slow steady blink pattern, etc.)?

I think I figured out what was wrong. I think the battery that I am using is damaged because when you measure the system initially, it outputs correctly but when I connect it to the circuit for the board it it starts at 24V but seems to eventually decrease to about 16V (when the power LED eventually goes out). So, I'm guessing that the board is not getting enough current when it's at 24V because I was able to hook it up to a power supply and it showed the correct lights again.
In conclusion, I can only assume that the blinking means that it has power but not enough.
To answer your questions explicitly:
When I first plugged it in when it was still happening both the status and power LEDs were blinking (the power LED was blinking fast, single pulses, and the status was blinking slowly, single pulses). The status LED would stop blinking after a short time.

That makes sense, as we do not have a set condition that causes the power LED to blink, so if it is blinking it is probably just reflecting a lack of power. The status LED probably stopped its blinking for a similar reason. I'm glad to hear that things are working properly though once you connect the device to a power supply.
