Can this board be powered by a 11.1v Li-Po battery?

According to the specification of sbRIO-9642XT, http://www.ni.com/pdf/products/us/cat_sbRIO_96xx.pdf
It require a power supply voltage range of 19 to 30V.
The battery you have mention only give a voltage output of 11.1v (3cell with 3.7Veach i believe)
I don't think the battery is capable of powering the device.
I would suggest you to use a power supply that has a range of 19V to 30V as written in the specification

ASEAN is correct. An 11.1v Li-Po battery will not work, but you could use a 22.2V 6-cell Li-Po. This will meet the 19-30V voltage requirements even when it is fully charged.
You can also use two of the same 11.1V (3-cell) Li-Po batteries in series. Connect the positive lead of one battery to the negative lead of the other battery and you will have made a 22.2V 6-cell Li-Po. Make sure to use similar batteries (same brand and model number) to avoid damaging them.
