timed loop finishes late on RT

I did some alterations, because things started crashing and freezing, and all this suddently stopped when I removed the Express VI "Elapsed Time", hmm strange. I used a PID rate limiter instead, which by the way is not correct in Labview 8.0, but it has been corrected in Labview 8.2.
