Hello Haider,
Since your board is on your computer, there is no reason to select a remote target with an IP address.
Have you verified that you can see your cards in Measurement and Automation Explorer? If you made it to this step, then you should be able to target the PCI-7030 Real-Time Target if you have LabVIEW Real-Time installed. This is different from the run-time engine. After you have verified the installation, you can select what target LabVIEW will with the drop down menu at the starting screen. This drop down list should have your board listed. You can also go to Operate>>Switch Execution Target in LabVIEW.

Do you have any other versions of LabVIEW installed on this computer. I noticed a KnowledgeBase that acknowledged that installing LabVIEW 7.1 would cause the PCI-7030 to not appear in the drop down list of LabVIEW 7.0 (even though it shows up in MAX). After you verify that it shows up in MAX (in Traditional DAQ Devices), it should be in the drop down list in Operate>>Switch Execution Target and in the drop down list of the starting LabVIEW screen.

after restart on installing labview RT
I tried to run labview
there the iption appears this time
"DAQ::2" I selected this one
then it messaged me to "rebooting please wait"
after 1 or 2 min
It again signals an error of type
"Failed to connect to RT Engine
Returning to Target Selection Dialog"

Hello Haider,
Have you tried resetting the PCI-7030. It seems like there could be some type of problem with the drivers. If you had LabVIEW RT 7.1 installed you may still have the updated Real-Time drivers. However this should not cause a problem.
What version of the DAQ drivers do you have installed. DAQ 6.9.3 and older, will not be able to communicate with these cards. You will need the Traditional DAQ drivers for it to work correctly. I am happy that you were able to select the device. Make sure that the number corresponds to the device number given by MAX.
