Is it possible to use the pfi0 pfi7 bnc connectors on the scxi 1600 module to record rpm measurments from a ttl pulse 0-5 volt source

Yes, you can configure PFI0 and PFI7 to be inputs (in LabVIEW) and read in a TTL signal from these lines.
