Sadly there is no such function (that I have ever been able to find anyway). You could to some degree use the Execution Control steps to implement something similar, but it's a lot of work and I agree that an "Inactivate step" function would be great to have. Please go to the Product suggestion center and suggest it. I'll do the same and hopefully it will get inplemented.
