I'm having the same problem with my PWS4721 Step Driver for Windows 7 64-bit. I seem to be able to install it on another laptop with exactly the same OS (Win 7 64-bit) but I still have to have it on the other problematic laptop.
Any updates on this?

My mistake, the step driver would install well only if I install it before Signal Express, which is wrong.
But I was able to make it work. Just install Signal Express for Tektronix in another folder not in Windows Program Files, i.e. E:/NI/.
In my case, I installed LabView first. The LabView installer wizard asked for a destination folder in which to install all National Instrument applications. Signal Express also asked for the destination folder. Then installing the Step Driver will automatically place it in the NI folder that I made.

I installed Signalexpress under C:/NI and then the drivers and step for my PWS4205.
