I was mainly talking about SL server with respect to the admins providing user privileges to control certain access as admin.In case the privilege system of cloud will be implemented in server.
Without the System manager part cloud intuitively feels more like an extension to server than the solution base. From an EU perspective the hosting location of data is important for the discussion. Having the data in a SL server instance over which we have control (hosting location) is very appealing, in most cases mandatory. SL cloud will become interesting when we get to choose where our data is located. Some EU based companies would allow world-wide distribution of data, but most will like to have it limited to EU countries or even with the country of their head-office in case data is hosted outside the company.
Selling SL cloud as place to host tag data will become a lot easier with hosting location control.
