Installed on windows 10 desktop, all services are running but no response from server.

Hey viScience,
When you say that you get no response from the server, what do you mean? Do you get any errors? Are you able to see the applications in the Web UI?
Also, you mention that all of the services are running. Have you tried restarting any of the services manually to see if that makes any difference?
As is discussed on this thread, the two services we are most concerned about are the NI Skyline Service Manager and the NI Web Server. If those two seem to be running and you still are having trouble, can you provide a screenshot of all the services that Skyline Service Manager spins up? You can do this by opening up a command line console as admin and going to C:\Program Files\National Instruments\Shared\Skyline to run NationalInstruments.SmConsole.exe and then typing ps. This should print out all the services and their statuses.
Additionally, it might be helpful if you provide the SystemLink logs located at C:\ProgramData\National Instruments\Skyline\Logs. They might provide some helpful information.

Yes all the relevant services are running. I did notice that the skyline service is set to automatic but does not seem to start by itself so I manually started it. When I ran smconsole.exe it did nothing, just hung until I crtl c'd. The system link web app also just hangs, sometime it remains completely blank and sometimes after a while (30s?) it comes up with a login screen. After entering credentials it thinks for quite a while and then informs that there are no installed software present. I have tried to uninstall all systemlink components and reinstall but it remains the same. BTW I am testing on just my win10 (64 bit) desktop with fresh install of LV2017 (32 bit).

Hey viScience,
Can you provide some more information on the specs of the computer that you are using? Specifically, processor and amount of RAM would be helpful.
Also, have you tried disabling windows firewalls and antivirus during troubleshooting? It might be helpful to ensure that they aren't messing with anything.

Does the Skyline service remain running a few minutes after you start it? Or does it silently stop after a while?
Also, this isn't mentioned in the other thread, but is the RabbitMQ service running?

This sounds somewhat similar to an issue I experienced before. In my case, SystemLink wouldn't work properly because the RabbitMQ service kept crashing: http://forums.ni.com/t5/SystemLink-EAR-Support-Community/RabbitMQ-database-corruption/gpm-p/3666682
