No communication with roborio

Our spare roborio has a 2022 image and we wanted to update it. When we plugged it in using usb b we couldn't find it. When then noticed that we can connect to it using wifi but still there is no communications. Any advice?

Have you tried connecting with Ethernet?
If you reboot the laptop and robot and then open the imaging tool before any other software, is it able to find it then?
You can also try booting the roboRIO into safe mode and running the imaging tool as an administrator (right-click, run as administrator). Does that help it communicate with the roboRIO?
