RoboRio 2.0 Red Power light - Turns green when SD card not installed - Thorough cleaning performed and status still red

Our fairly new RoboRio 2.0 Power light turns Red  at boot up. It turns green when SD card not installed so we checked that first. We found a piece of red "NOTE" in the connector and with some finagling got it out. Still remains red at boot up. Bought a new card. Stays red at boot up. Performed a complete cleaning including using a magnifier, a fine short bristle soft brush, and three different sets of eyes. Still red at boot up. Also disconnected everything from the RoboRio 2.0 including RSL and all sensors etc. Only things connected are  Power and Ground.

 

I read that there was a piece of software I could connect to it and see what rail is shorted to help in my search as we are very frustrated with what used to be a very reliable unit.

Well, we are on our fifth time of cleaning and a fourth set of eyes looking. Had one mentor take it home and spent 2 hours with it and when he brought it back it booted and turned green!!! Everyone cheered!!!             Then it turned red...
I am thinking this may well be cleaner or at least more reviewed than when it left the factory. Can anyone tell me what program to run to find out what port it is shorted out on?? 

 

We are out of ideas and really not wanting to trash can a RoboRio without all options exhausted. We are not a big dollar team so having to buy another one for this hurts.

It's the Driver Station -> if you can connect to the roboRIO (via USB) it will show which rails are detecting shorts.
