RoboRio will not power up

We have a RoboRio 1.0 that does not power up.  The power light is red and the RSL is orange. No other lights turn on.  We have reloaded it and cleaned out the electrical connections with air.  We have 2 other Rios that work fine on the system.  Any ideas would be greatly appreciated.

Based on the status lights: (reference https://docs.wpilib.org/en/stable/docs/hardware/hardware-basics/status-lights-ref.html)

Power being red indicates "brown-out protection, outputs disabled", and RSL solid on means "Robot On and Disabled"

Based on the brown-out protection, I would suggest powering down the control system, and powering back on with a fresh battery. 

If this unit continue to go into this mode, but other roborRIOs don't, I would suggest opening the unit (four screws on the back), and cleaning / looking for metal shavings.
