Roborio 2.0 not pinging

We recently just unpackaged our new roborio 2.0 for our 2023 FRC robot and got it flashed and set up the SD card and when using the FRC roborio imaging tool, the device is recognized, but we cannot connect to it. Power and status lights are working. 
This is the error message we got:

”Unable to configure settings.

Unable to complete operation because of unexpected error: Error - 2147220621 occurred at Property Node (arg 2) in RoboRIOImagingTool.lvlib:ConfigSettings.vi->RoboRIOImagingTool.lvlib:ReconfigDevice.vi->RoboRIOImagingTool.lvlib:ImageManager.vi->RoboRIOImagingTool.lvlib:ImagingToolMain.vi

Possible reason(s):

NI System Configuration: Could not contact the System Configuration API at the specified target address. Ensure that the system is online.”

We tried the same SD card with another Roborio2.0 we had and it worked.

Hi hch1178, Thank you for posting on the forums.

My apologies for this thread going un-answered for so long. I'm not sure how it slipped through the cracks.

To be certain, you are following the steps as documented here and are only using the imaging tool to set the Team number? (https://docs.wpilib.org/en/stable/docs/zero-to-robot/step-3/roborio2-imaging.html)
