roboRIO 1 stuck in Unrecoverable Error; safe mode didn't help

Team 4765 has a roboRIO 1 that is stuck in Unrecoverable Error.

We've tried Safe Mode (holding down reset for >5s) but with no effect.

The roboRIO Imaging Tool scan doesn't find it.

We're using a known-good USB cable and a quality bench power supply, which we use to image our other roboRIO without issue.

The roboRIO LEDs are:

• POWER: steady green:
• STATUS: amber with a fast flicker
• RADIO: dark
• COMM: dark
• MODE: dark
• RSL: dark
