roboRIO 1 unrecoverable error (constant flash "status" light)

Hello, I am representing FRC team 7125, our spare roboRIO 1 seems to be stuck in an unrecoverable error state upon boot up (the "status" light is constantly flashing). If possible we would like to get this resolved / repaired so we can use the device again. Let me know if you need more information.

I have also tested booting into safe mode by holding the reset button until the "status" indicator lights; but after it boots, it still flashes constantly.

Another user provided us with a recovery.cfg file, and in attempting to use it on the rio we discovered that the USB ports are not providing power.

Like a thumb drive with a light doesn't light up when plugged into the roboRIO that is powered on?

Correct, I also tried using my phone charger and there was no power.
