Can you double check the polarity? (positive to the "v", and ground to the "c").
I'm not sure this can cause the behavior you're seeing, but it has solved a lot of other booting problems -> Did you image the SD card using either BalenaEtcher or the Raspberry Pi imager as described here using one of the .img.zip files?: https://docs.wpilib.org/en/stable/docs/zero-to-robot/step-3/roborio2-imaging.html

Yes. Verified polarity. + terminal (V) is "top" pin and - terminal (C) is "bottom" pin.
Behavior is same if SD card is present or not.
We used Balena Etcher. Previous unrecoverable error with this roboRIO was SD related, but this is very different. No power at all.
We do not have another RIO 2.0 to test card with - only card reader on laptop. Students tell me it is good and not issue.

Just to sanity check, nothing is connected to the unit besides power?

Correct. In pits Team 148 helped us verify RIO is dead.
Now back in our shop we have a test bed with a PDP, VRM, breaker switch and RIO.
Powered up - roboRIO v1 powers up. roboRIO 2.0 is dead.
