Does PCieX4(Desktop) with 800MB/s data streaming gives better results than Express card(Laptop) with 200MB/s ??

Yes. The Express card connection is only a PCIe x1 connection, while the Desktop card is a x4 connection. That means that the desktop connection can stream 4 times the amount of data. The express card connection can also be a bit unwieldly.
