Somebody can help me to find where can i get custom_workspace_project.zip that i have to use for creating some workspace custom control, according to the tutorial provided by NI in this link : http://www.ni.com/tutorial/9989/en/

Well on the top right on the page you linked you can find the attached files of the tutorial, among which custom_workspace_project.zip...
