Unfortunately, something is really wrong with that VI. I cannot open it at all in 2020 or 2024. It even refuses to be dragged into a project or blank VI.

There is something wrong with the file name. After renaming the file, it opens fine. Here's the 2014 version.

(What is your OS and what is the localization setting?)
