What is this and what is it used for

Forget my last guess.

 

I am leaning toward Henrik's thought and thinking it could be a drive srprocket for the track used by snowmobiles.

 

Besides, it would have ben a very small caliber revolver.

Way too small to be a drive sprocket.

...not a snowmobile (unless you're on a timbersled) or firearm part though, although it is sitting on the seat of my sled. Smiley Wink

 I would guess that it is some repair part for something Mike broke doing an outlandish stunt on some motorized vehicle that needs repair before the winter sets in.

Well, a truth table tells me you can replace this with a<>b or a XOR b, but that may not be as readable. It depends on the actual situation.
