The 6024E's digital port is a static I/O digital port and can only be used programmatically (read/write to software calls). This in mentioned in the specs for the board in the catalog (page 269 pf the 2002 catalog), I provide a link for your convenience:

This means that the board is not capable of performing hardware timed DIO operations. All DIO operations have to be performed through software calls and are therefore limited by the system's speed and timing accuracy.
The type of task you mention: "reaction timer task, ms accuracy, random LabVIEW start trigger, D/input" is more suited for one of our high speed digital boards like the PCI DI
O-32HS (part of the 653X family).
