low side driver

I am trying to create a signal to connect to a module that requires an open/collector drain low side driver with low frequency pulse at 50% duty...< 200 Hz.  I am working with a 6624 and can create the signal from the board with a resistive load on Vdd and out.  Unfortunelty, when I hook up to the module, the module does not work.  On the other hand, I can succesfully use an agilent waveform generator with the same ouput chareacteristics and wire to the same pins of the module and gain success (Success is a functioning ouput of the mdoule).  The only thing I can conclude to is that the module requires a high side switch or sourcing event.  Because I have limited equipment available at this time, I have tried only to create the high side switch by using a counter output of a 6221 to drive a solide state relay that switches the high side...again the signal with the desired frequency is produced but the module does not function.  I know I have offered only limitied info about the module so answering may be difficult but I was hoping someone may have some similar experiemce or comments to add.  I know little about the internal schematic of the module and will probably not be able to get this info.

thanks in advance.
