Rename a layout by going to the page properties (Options menu, Layout Page properties). I usually just double click on the background.
Renumbering is not so easy. You have to remove (delete), and then recreate them in the order that you want. I would consider using the Edit menu to save the layout to a file, then delete it. The others should move up in the list. Then use the Edit menu to Load the Layout back. It should be added to the bottom of the list.
