Sam,
The transfer rate of the NI PC-DIO-24 card is dependant on a variety of factors. According to the documentation the maximum transfer rate is 50 kbytes/s with a constant sustainable rate of 1 to 10 kbytes/s (using NI-DAQ software). Some influential factors include computer system performance, programming environment, execution mode, and the presence of other processes running concurrently on the system. (see NI PC-DIO-24 User Manual)
I would recommend using NI-DAQ if you are not already doing so. The NI-DAQ drivers are free on our website and can be downloaded at NI-DAQ 7.1 for Windows 2000

If none of this helps you out please post again with more details of what you are trying to do and Ill be glad to help out in any way I can. Good luck!
