I have a Drivven Differentail I/O Module (http://sine.ni.com/nips/cds/view/p/lang/en/nid/210274) and seem to be unable to produce a digital output, though digital inputs do seem to work correctly.
I was under the impression that I was only required to use a FPGA I/O Method node to set Ouput Enable to True, then write to a FPGA I/O node. However, when I do this I measure 0V with a voltmeter across the differentail terminals. Is there another step I'm missing?

You should be able to place an FPGA I/O Node and select whichever DIO line on the Drivven module you want to use, then right-click I/O Node and select 'Change to Write'. This changes the line from an input to an output. Hopefully this helps out some! Let me know if you have any further questions.
