Register level DIO on 6602

I am attempting at accessing the 8 dedicated digital I/O lines on the NI-6602 via some register level C code to be used in an API.  Looking through the documentation it seems that the I/O config registers determine the direction of the ports, not the output enables of the STC_DIO_CONTROL register.  The documentation also shows the value for the Output_Select0 and Output_Select1 (of the I/O config register) correspond to the operation of the port; 0 for input and 1 for normal counter output.  What I do not see is a setting for normal digital output.  Is this intended or am I reading a bit too much into the documentation?  Thanks in advance.
