Your PCMCIA-FBUS card should work well on the latest NI-FBUS software, version 3.2.1.
NI-FBUS Configurator can not access online devices if it is not activated. I think that is why you can not communicate with your dP transmitter.
I suggest that you use NI-FBUS Dialog Utility to access the parameters of online devices. This tool is installed along with NI-FBUS software. Please find it from Windows Start->National Instruments->NI-FBUS->Utilities->Dialog.
Please refer to NI-FBUS Hardware and Software User Manual. Page 4-13 ~ 4-16 explains how to use Dialog Utility. Using block and parameter tag names, you can read/write all parameters of the devices which are connected to PCMCIA-FBUS card.
