The FP-1000/1001 by themselves are serial devices and are not dependant upon any version of Windows. The serial communications protocol is published in the FP-1000/1001 Programmers Reference Manual and thus could be used on any device that has a serial port on it if you are willing to put forth the effort.
The NI FieldPoint driver software is Windows dependant and current versions support Windows XP. The NI FieldPoint software (available via the Downloads and Drivers page on ni.com) will indicate what versions of Windows it is compatible with.
