On Cold Boot Up of FP2010 Locks up if Accessing Via Ethernet Port

Ok The FP2010 is powered up and if a client attempts to communicate via ethernet to the application that is launched on startup the unit goes off in the weeds and appears to stop the startup process.  This happens with any client app or even IE accessing the VI web page.  Any reason for this? Is there a fix or way around it?
