Have you tried turning off your firewall? Windows often blocks the IP address 0.0.0.0. Also, I would recommend connecting the controller via crossover cable. If you have questions about this, please refer to this document.

If you have tried everything in the KnowledgeBases that I have pointed you to, this may be most easily resolved by speaking with an Applications Engineer. I would recommend creating a service request at www.ni.com/ask, and contacting an Applications Engineer over the phone to troubleshoot further.
