missing library for tektronix oscilloscope driver

I downloaded the driver for the Tektronix 2221A oscilloscope, but it is not working. The error given is that the "Call Library Function" has no library specified.
The driver documentation notes some LabWindows libraries that are necesary. They are: Formatting and I/O, GPIB, and Analysis.
Are these the missing libraries it the error is refering to? Where can I get these libraries?

I'm sorry, I wasn't able to find a driver for the Tektronix 2221A scope on our instrument driver website at www.ni.com/idnet. Where did you get this driver? Also, is this a driver for LabVIEW or LabWindows? If you downloaded it from Tektronix, please refer to their technical support resources for assistance.
