Create FPGA project without NI board

Is it possible to create an FPGA project without having R series board connected?
Can this project be run in emulation mode?

When I select Add Target and devices, the list of new Target or device is empty!

HI Mejdi, 

Do have the NI-RIO driver installed?  You don't see any of the simulated devices until you install this.  Here is the compatibility sheet for NI-RIO installations for LabVIEW:

Once you determine which version you need, you can find it for download on our website.
