I run an old Merck-Hitachi HPLC in my lab using the NI-GPIB-Board in an ISA Slot under Windows NT 4.0.
Unfortunately the PC has broken. The GPIB-USB-HS does not work for me because the device's Interface is not able to communicate with the iUSB-HS.
Therefore I took another old NT4.0-PC and installed the board. When installing the GPIB driver software it says:
"Ibconf is not able to start the NI-488.2M software. Your system registry, where all of the software is stored, is properly set up. you should restart the computer to force the NI-488.2M software to load...." (see attachment)
- I get this message with the board installed in the ISA slot and also when it's not installed. Can the driver only be installed when there is really a GPIB-board installed properly? Because I tried to install the software on two other NT4.0 PC and I am getting the same message on each of them.
- Is there a chance to get a newer driver downloaded that is suitable for NT4? Seems I have version 1.0 from NI (and one floppy from Merck Hitachi with no version No. on it, but the same issue when installing).
-Any other idea?

I don't have any suggestions to make regarding your issue, but I did locate v1.3 for Win NT:

EDIT: It has been ages, but I think you install the SW before the HW.

I found the readme file in the disk1 zip, it may be of use since it mentions a configuration utility.
