I am designing hardware that will use the TNT4882, and I have 2 questions: what is recommended for bypass capacitors on Vdd, and is a ground plane recommended for the PCB.

Hello-
8 - 0.1uF bypass capacitors are used on our AT-GPIB/TNT boards. A ground plane is recommended for the TNT4882.
