GPIB PCI card not detected in Windows Device Manager

I have a GPIB-PCII/IIA card (Rev E) installed using Windows XP Pro.  The device manager does not see the card. Loaded software update 2.7.3.  Any suggestions?

As you should have noted in the readme on the download page, that very old card is no longer supported. As you can see here, the last OS with support for that card is Windows 98/Me.
