In past experience, this is a very rare error that has been caused by extremely high security settings. Is that a possibility in your situation?
Some things you could try:
1. Disable anti-virus and other security features temporarily and re-attempt the installation.
2. The security may have caused problems in the registry. You could try uninstalling your NI software and deleting relevant registry keys. I've listed the keys to look for below:

Thanks for responding,
I've now tried all that you said and it still does not install. The security settings on this machine are the same as on all on my network and I have installed on other machines. In addition I have specifically disabled the Symantec anti-v and ad-watch software so that registry changes should not be inhibited. I did not find any keys in the enum list of 1039 type- is that a specific vendor ID? I did find the other trees and deleted them as you prescribed. All that was to no avail however. The initial errors that I get upon plugging in the device are that it identifies the hardware. It then says there is a problem installing it and that I might have problem. The code 39 error is displayed when I go into the device manager and try to update the driver manually using the "I will choose a driver from a specific location" option. The error returned is the code 39 and that the hardware will not start. Hopefully you have some more ideas?

Just to confirm that the GPIB-USB-HS controller itself is working fine, can you try it on another computer?

I'm curious to find out if this issue ever got resolved as I am seeing the same thing.
My machine has no firewall and no anti virus software so security settings should not be an issue.
So how did you fix your problem, if you did?
