First I installed NI-Device 1.62 and found that it worked well on my Windows 2000 system. I could open the GPIBDriverSelectionUtility and it correctly reported that IEEE software was not installed. Then I installed NI-488.2 2.60 and now GPIBDriverSelectionUtility displays an error message box instead of opening: "The exception unknown software exception (0xc06d007f) occurred in the application at location 0x7c59bcb1." Any suggestions?

I believe that the GPIB Driver Selection Utility no longer works with newer versions of NI-488.2 for Windows. You can still switch drivers by right-clicking on the device in Device Manager and choosing to Update Driver. When prompted, select that you would like to choose a driver already on the system, and you should see both NI-488.2 and NI-Device in the list of possible drivers to install.

Unfortunately when I look at device manager on my Windows 2000 system, and click on "National Instruments GPIB Interfaces" the only choice is PXI-GPIB. If I click on "Disable", it doesn't seem to make any difference. That is, when I attempt to use software that opens NI-Device, I get the message, "Error: Unable to enable the interface. Cause of failure: NIDEVICE_STATUS_HARDWARE_NOT_FOUND: The specified hardware was not found." Of course I didn't take out our GPIB card.
We were very interested in having the ability to easily change between using NI-Device and NI-488.2. The utility is still offered in the NI-Device Install. Any plans to update it so it actually works?

Unfortunately we are no longer releasing updated versions of NI-Device, so I would not expect an updated utility to become available. Rather than disabling the PXI-GPIB in the device manager, you should right-click on it and update the driver. I don't recall the exact wording from memory, but at that point you should be able to navigate the prompts to select a driver to use, where you can choose between something like "PXI-GPIB" and "PXI-GPIB for NI-Device".
