I'm assuming you're using Windows. If that is the case, here's a KnowledgeBase with further details on how to uninstall NI software.
How Do I Uninstall or Repair NI Software?

One more suggestion. Can you find your gpib-32.dll file, if it still exists. It should be located under the system directory "C:\Windows\system32" (for 32-bit systems). From there, right-click on the file and select properties. In the properties you can go to version»company or digital signature and it should display a company name. I would be curious to see who made the dll. If another dll with the same name got copied over this one it may give you the same error that you are receiving.

Take a look at this KnowledgeBase "Can I Use Both National Instruments (GPIB) and Agilent/HP (HPIB) Controllers in the Same System?" on how to use a HPIB and a GPIB device at the same time.

The N9310A is an instrument and does not require the I/O Libraries. Where did you get the impression that they were required?
If you are going to use an NI controller with LabVIEW, uninstall all Agilent software and then install NI-GPIB and NI-VISA.
If you are going to use an Agilent controller with LabVIEW, then install the Agilent software, NI-VISA, and enable tulip support in MAX.
If you have code that uses the low level LabVIEW GPIB functions, you will have to rewrite it to use VISA or use an NI GPIB controller.
