All I want to be able to do is control a specific pin on my 9-pin RS232 connection to work a circuit, how can I do this? It just basically needs to be an on/off switch.

Are you using LabVIEW and VISA? If so, you can use the VISA properties to assert/deassert one of the modem handshake lines.
