I cannot see my PCI-GPIB in MAX

On a Win2k, lv602, ni488 1.6, MAX 2.1, the ni488 installation returns an error on post-installation reboot, "procedure entry point _StopSpying@ 0 dynamic link library nispylog.dll not found". I ok ther error, the boot completes and then the gpib wizard tests the sw and hw all are OK. Then I go to MAX and there are no GPIB references in devices and interfaces to scan, nor any gipb to install under "Create New..".

I pulled all the cards, uninstalled all my sw, lv, nidaq, ieee488, put back lv 602, ieee488, and last nidaq 6.9.1 and it FINALLY picked up the PCI-GPIB card.
