I finally found the bug. Here it is. Now you can use the 82357B USB/GPIB Converter to see the devices in Labview under VISA Resource Name.

Problem:  In Labview's vi at VISA Resource Name it should be a pulldown menu with GPIB Alias Devices. But there is not, although everything is working fine.
 
I had strong research concerning this problem.
I installed in many configurations, (Windows, Labview, NI-VISA, NI-488.2, MAX  different versions), no good,   and every time I made a "mistake":
We know that we have Agilent Conection Expert and MAX, where we can test our devices for communication, and there we can add Alias to devices.
So, here is the bug:  DO NOT MAKE ALIAS IN AGILENT CONNECTION EXPERT. You can make in MAX.
 
The proper order should be:
1. Labview 8.2
2. Agilent 14.2 (NI-VISA primary)
3. Driver 82357B
4. Check tulip passport , etc
