Hello Ficare,
National Instruments offers very useful tool that allows you to download instrument driver for several manufacturers.
Please see the attached file: http://sine.ni.com/apps/we/niid_web_display.drv_search
In your case, I didn't find driver for a timer from Philips, model PM 6671
So, I suggest you to use VISA functions to communicate with this instrument or you can contact Philips to see if they already created one.
