If the driver is not available, you'll need to get the device documentation or contact the manufacturer for the command set of the instrument. Once you have the command set you can use the VISA Serial functions (or VIs) to send these commands to the instrument and receive the information.
Apart from the command set, make sure you get the serial por setting: Baud Rate, number of data bits, number of stop bits, parity and handshaking.
