Did you mean:

NI-VISA does not see a GPIB device (Weinschel 8200 Controller)

I use the NI-VISA Controller to find the instrument and it is not there.  I see other instruments, though.

Do you mean under Devices and Interfaces in MAX? If so, I do not see any 488 instruments there, including those which VISA does see.  So seeing or not seeing in MAX may not be an issue.

Note that I cann talk to the instrument using GPIB commands.

I forgot you were not using an NI GPIB board. That's why you don't see anything in MAX I guess but I'm not sure what you mean by NI-VISA Controller. How exactly are you using VISA to find instruments? I'm kind of of out of ideas.

It's the interactive VISA control, which you can open from MAX, Tools, NI-VISA menu.  It has a short cut in the NI programs group under NI-VISA>  Once you open it, it enumerates the VISA interfaces and resources.

You're trying to use software that is meant for NI GPIB card. Of course, it won't work with your CEC card.

You're card vendor should have its own suite of software, and you should use that.

www.cec488.com  is their website.

Okay, I understand now. That's a tool I have seldom used. Since I use NI boards, my instruments show up in MAX under Devices and Interfaces and I can open a VISA session from there. I realy don't know where to go from here. You might check with CEC to see if there is anything they might have to say since it's their board but you are using it with NI-VISA.

NI GPIB cards are higher priced than other cards, but then the suite of software that comes with it is terrific.
All the companies I have worked at - 5 total - use NI cards.
