The correct driver for the KUSB-488A is supplied with your device, you should be using it and not NI-488.2 which often is installed when you install LabVIEW.
Most likely what happened in your case was that you installed the KUSB (CEC) driver and then installed LabVIEW or some such NI product and drivers which included NI-488.2
For the KUSB-488A to work properly you must first remove any installed GPIB drivers (e.g. NI-488.2), then install the driver supplied with your device or download the newest version from the Keithley website (now called GPIB-488 version 9.0) and you must reboot your system.
note -- If you do upgrade to version 9.0 driver make sure your "NI-VISA Passport for GPIB" is turned on and the older "KEVICEC Passport Library for GPIB Instrument" is turned off, if it is present. If you still have problems or questions about the driver, I would contact Keithley for support.

One further note...the KUSN drivers do support LabVIEW and supply their own GPIB functions.
You can also talk in LabVIEW using NI-VISA.

You did not originally mention that you tried to install NI drivers for a Keithley device.
Go to add/remove programs and open National Instruments Software. If that is not listed, I don't think you installed any NI software - including LabVIEW.

Ed,
Open up your Control Panel Add or Remove Programs, and look for the entry "National Instruments Software".
Click the change/remove button and you should see NI-488.2. Select remove and then reboot.
You can now install the KUSB driver.
