One valid instrument on the GPIB bus - All valid ?

In my application I scan for 6-7 different instruments on the same GPIB bus.

Currently I am using the USB-GPIB interface, so I do not know if that is different from the PCI I am used to (older driver with that one!)

But..
If I have only one of the instruments attached to the bus, I seem to get valid handles and can clear all the others too.
I would have expected that at least some of the non-present instruments would create some error when you try clearing them.

If the interface is not connected to any instrument or if the only instrument attached is turned off, I get a "Failed Clearing" (from ibclr command) for all tried instruments.

As I am no expert in GPIB (just a simple user), so I do not know if this is quite normal.
I seem to recall that my normal PCI-GPIB interface does create at least some errors if I have forgotten to turn all instrument on.
(The PCI interface board is about 80 miles from here, so it does require some logistics to get it.)

Or is there a way to set the USB-GPIB interface up to do otherwise ?

P.S.: Of course, I start getting errors, when I try to actually communicate with the non-present instruments.
