Problem with MTA ans MLA commands in NAT 7210 !Plz respond soon!!

Hi,
       I am developing a board with microcontroller and 7210. I  need to configure the 7210 so as to send the multiline interface commands and SCPI commands to gpib device, HP multimeter.
 
1. I was able to make 7210 as the active controller  and tried to send the DCL and LLO commands to the device.
But the device is not responding.
the status of the lines at this point are as follows :
DAV * high
NRFD* high
NDAC* low
 
That means the handshaking has not taken place and the device did not accept the command. And also the CO bit was not set after sending the command to the DIO lines too ( in order tosend the next command). What could be the problem here?  Shud the device and 7210 be addressed  as talker and listener before sending the multiline interface commands?? If so, how to address the them?
 
Please help me to solve the problem!
 
2. And also how MTA and MLA commands used?Are they  to be used to address the device or the 7210 itself?? There is a lot of confusion about the use of these commands MTA and MLA. Because  i read in  488.1 Interface Messages and Addresses document that these MTA and MLA are used to address the controller itself and not the device.LAD and TAD are used for addressing the devices?? How far is it correct??
 
I am struck up at this  point, i.e., addressing of the device and the controller 7210 and also in waiting for the CO bit to be set. The 7210 is ot making DAV* asserted after detecting the NRFD* high.
 
 Please  help me to solve the above problems as quickly as possible.. It is very urgent for me...
